Our upstream provider is currently having an outage. They have advised:
Important Notice: there might be temporary issues in connections. We are working on the problem and will ensure the system is back to stable as soon as possible.

Update: Our upstream provider is restarting all of its servers.
We are currently considering alternate providers, however this will require a significant effort which is not feasible at this stage.

We have received confirmation from our provider that their service is running again. We are restarting our processes and commencing validation.
